Refinish when the cabinet boxes are structurally sound and the layout already works. Replace when the layout has to change, the boxes are water damaged, or the kitchen needs to move. Interior work runs best from fall through spring, when second home owners are off the Cape and the house can be taken apart without disrupting the season. Exterior work runs spring through fall, once the ground has thawed. Permitting is the part homeowners underestimate, so the planning starts earlier than the building.

One thing Cape Cod homeowners consistently underestimate: getting the approval is often slower than doing the work. North of Route 6, exterior work visible from the road runs through the Old King's Highway historic district committee and needs a Certificate of Appropriateness. Coastal lots may go through the town conservation commission. Anything that changes bedroom count goes to the board of health under Title 5. A summer start date usually means a winter phone call.

Massachusetts issues two different credentials, and they are not interchangeable. A Construction Supervisor License covers structural work and requires passing a building code exam. A Home Improvement Contractor registration is a separate state registration. Ask for both numbers and check them yourself in the state Contractor Hub. It takes under a minute.
A homeowner who pulls their own building permit in Massachusetts gives up eligibility for the state Guaranty Fund, which covers up to $25,000 on an unpaid judgment against a registered contractor. A contractor who asks the homeowner to pull the permit is moving risk off their books and onto yours.
Massachusetts law requires home improvement contracts over $1,000 to be in writing. That written contract is also what makes a homeowner eligible for arbitration and for the Guaranty Fund if the job goes wrong. A handshake and a verbal number leave you with no path forward and no protection.
Cape Cod adds layers most of Massachusetts does not have. Exterior work north of Route 6 goes through the Old King's Highway historic district committee.
