Tile is not waterproofing. Tile is a finish. Behind it there has to be a proper waterproofing system, whether that is a membrane, a foam board or a liquid applied barrier, installed over a substrate rated for wet areas. A shower tiled over standard drywall will fail, and it will fail from behind.
A price given before anyone looks behind the tub wall is a guess. In an older Cape home that wall is the most likely place water has been sitting for years, and the framing behind it decides what the project actually is. Guesses turn into change orders.
